Abstract The idea of liberal international order as a world is understood to be constituted result disproportionate Anglo-American influences. This in line with much relations (IR) theory, which typically characterizes the emergence resulting from diffusion or imposition norms and institutions world's centers power. article argues otherwise, its premise being that founded on sovereign equal nation-states was co-constituted well by influence relatively weak actors through decentralized processes contestation over core norms. Drawing relations, history, law, this outlines framework interpret actions mechanisms supposedly shaped order. It concisely traces constitution based fundamental assesses implications argument for current crisis order, IR theory more broadly, laying out research agenda future.
